Herb Schoenbohm, Virgin Islands Republican State Chairman, spoke to the Senate hearing on consideration of modification of the 5th draft Constitution. The meeting was chaired by VI Senate President. Ronald Russell. Herb prefaced his statement by
declaring he was NOT speaking as the V.I. GOP Chairman nor on behalf of the local party. He also submitted his written V.I. Model Draft Constitution which was published on this site as a reference several years ago.
